2008 Legislative Session
The purpose of this legislation is to establish a
framework for licensure of midwives in Idaho in an effort to enhance maternity care
options for Idaho's families.
HB 559 Health and Welfare Department web site, fetus information.
Current Idaho law requires the Department of Health and Welfare to publish
printed material for the purpose of providing information to pregnant patients considering
an abortion. This bill requires the Department of Health and Welfare to place that
material on a secure website.
2007 Legislative Session
- HJM 1 Federal Medicare Prescription Drug Act amendment.
This legislation urges Mike Leavitt, U.S. Secretary of Health and Human
Services (HHS), to amend or eliminate the Phased-Down State Contribution that was
implemented as part of the Medicare Prescription Drug, Improvement and Modernization
Act of 2003 because it has created a fiscal burden on the State of Idaho. The federal
formula used calendar year 2003 as the base year and applies an annual inflation on the
costs of the state contribution. This fails to account for Idaho's current and future efforts
to curtail prescription drug costs. Idaho's gain in efficiency, which represents a reduction
of net cost, is not accounted for in the Phased-Down State Contribution calculation. A
change or elimination of the Phased-Down State Contribution is estimated to have saved
Idaho taxpayers over $4.7m in 2006.
HB 122 Anatomic pathology services, direct billing practice.
This legislation would provide for the direct billing of anatomic pathology
services, protecting taxpayers against 'markup' charges by prohibiting an ordering
physician from billing patients for pathology services performed or supervised by another
physician.
HB 248 Ultrasound viewing prior to abortion.
The purpose of this legislation is to give a mother the right to view an ultrasound
image of her unborn child, if ultrasound equipment is going to be used during the
performance of an abortion.
2006 Legislative Session
This bill reduces taxes for Idaho’s non-profit museums, enabling them
to operate more effectively.
HB 583 Expungement of Criminal Records.
This bill protects the constitutional rights of a person by establishing a
‘due process’ for the wrongfully accused. It provides for the expungement of criminal records of innocent persons.
HB 618 Health Care Facility
Infection Reporting.
According to the U.S. Centers for Disease Control and Prevention, infections afflict
two million patients in America’s healthcare facilities annually. This bill is an attempt to improve these numbers,
making people healthier and thereby reducing healthcare costs.
HB 665 Idaho Health Insurance
T.R.U.T.H. Act.
The purpose of this legislation is to require that carriers of small
group health insurance products report certain information on an annual basis. This will enable consumers of health care
to have better information when making purchasing decisions.
HB 711 Municipal Elections.
This bill makes changes to the municipal election code making it easier for Idahoans
serving in the Armed Forces overseas to get their absentee ballots returned by the deadline on election day.
S 1482 Informed Consent on Abortion.
This bill inserts an exception and constitutional definition for medical
emergency relating to abortion. It also clarifies information that the Department of Health & Welfare is required to
provide to women considering abortion.
HCR 45 Idaho Missing Persons Day.
The purpose of this legislation is to establish September 14 as Missing Persons
Day in Idaho.
HCR 52 Long-term Care Counseling Options.
As a further effort to control Medicaid costs, this bill promotes
alternatives to Medicaid financed long-term care such as reverse mortgages.
2005 Legislative Session
The purpose of this bill is to direct the Department of Health & Welfare to
implement a methodology for reviewing reimbursement rates for private Medicaid providers in an effort to improve quality
of care.
HB 324 Medical Necessity.
In an effort to control Medicaid costs, this bill excludes experimental services from
coverage and allows investigational services only if they are as cost effective as traditional, standard treatments.
S 1240 Keeping Families and Children Safe Act.
The purpose of this bill is to protect the constitutional rights of
parents who are under investigation for abuse or neglect of a child.
HJM 8 Renewable Fuel
Standard.
This bill supports Idaho’s agricultural community by encouraging Congress to require
that a specific amount of ethanol be used as a part of nationwide fuel consumption.
2004 Legislative Session
The purpose of this bill is to limit the growth of government spending and creates
a Taxpayer Reserve Fund to return excess revenues to the taxpayer.
S 1321 Woman’s Right To
Know.
This bill enacts regulations to ensure that a woman’s decision on abortion is fully
informed. The United States Supreme Court has recognized that states have a legitimate interest in protecting the health
of a woman and the life of the unborn child.
HB 752 Military Drivers License.
The intent of this bill is to exempt certain military personnel from licensor
requirements while they are serving in our armed services.
HB 658 Long-term Care Partnership Plan.
This bill is an effort to control the spiraling costs of long-term care on the
Medicaid budget, and to provide an incentive for people to accept responsibility for their health care.
2003 Legislative Session
- HB 280 Tax and Expenditure Limitation Act.
A Tax and Expenditure Limit (TEL) is an effective method to control the
growth of state government and promote fiscal responsibility.
